Annual rule changes and updates are enforced precisely at Midnight each New Years Eve, and those in-service on that day must remember that some rules and protocols in the current year may be violations in the New Year, or vice-versa.
House Boys who are actively in-service on February 28 during any Leap Year are temporarily dismissed from service and are traditionally ‘escorted’ to the property line shortly before midnight, because the Official Rules And Protocols are only enforced 365 Days a Year. February 29 is not one of those assigned 365 Days of enforcement nor training.
A House Boy who makes prior arrangement for clothing, transportation or lodging in advance won’t be caught off guard in the Leap Day Exception. A House Boy who fails to remember the Rules And Protocols expiration at midnight on February 28 may have a final chance for Minimal Clothing and grab the Emergency Underwear (Rule #55) as he is ‘escorted’ to the property line before the clock strikes midnight. Should he delay due to confusion or circumstance and midnight arrives before he installs the tighty-whities, the Emergency Underwear rule expires just like the other 364 rules, so Minimal Clothing may not be available because no numbered Rules And Protocols apply until the following midnight.
As a courtesy to House Boys and visitors, Master traditionally posts this notice as a reminder on December 31 of each year, and this notice will include mention of the Leap Day Exemption prior to the start of any Leap Year. No further reminders are required, so make a note.
